Jane Hupe is Deputy Director of the Environment Program at the International Civil Aviation Organization (ICAO) and Secretary of the ICAO Council's Committee on Aviation Environmental Protection (CAEP). She plays a key role in leading ICAO's efforts to define and promote policies and standards for environmentally-friendly aviation. She manages a portfolio that includes aircraft noise, local air quality, global climate, clean energy and sustainable aviation fuels, adaptation, circular economy and a global market-based measure for international aviation. She is currently leading the Organization's efforts in green innovation and the assessment of options for long-term CO2 emission reduction targets. Under her leadership, ICAO is prioritizing work on the feasibility of a long-term ambitious global goal (LTAG) for international aviation. This work is essential to support the ICAO Council's efforts to lead the sector towards a sustainable future.
Ms Hupe has been at the forefront of the conceptualization and development of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), which was adopted in 2016 as the first global market-based mechanism for all industry sectors. It ensures that "CORSIA is on track" by leading its implementation strategy, including putting in place the regulatory frameworks and tools necestools, while ensuring that "no country is left behind" through the implementation of ACT-CORSIA (Assistance, Capacity Building and Training for CORSIA).
Prior to 1998, Ms Hupe worked as a consultant for the ICAO Technical Cooperation Office and for 15 years for the Brazilian Civil Aviation Authority.
With many years' experience in the environmental field, Ms Hupe holds a Master's degree in aviation from ENAC, as well as a number of other post-graduate diplomas, notably in environmental auditing.
